Let me spoil some of the 0.2 features LVP 3 will know for you guys here

As you might know, I'm a SA-MP Betatester, and LVP 3.0 will be based on alot of 0.2's new features.
One of the larger systems in 0.2 will be the gang system. To make the server more attractive to gangs, we'll be introducing a whole lot of new features. Each gang will be able to buy their own house (after they've played for a while), in which there'll be some spawn weapons, armor and health, etc. You will be able to decorate your own house by adding walls, extra lamp, smoke generators or just tape a nice shark to the roof. Outside of your ganghouse, you'll have the option to have 2, perhaps 3 gang-vehicles spawned, in your own color, and the amount is based on the size of your gang.
There will be hundreds of deathmatch minigames available for gangs, 1 on 1, 2/3/4 vs. 2/3/4 or even whole gangs of ~15 members vs. each other. There will be possibilities to organize tournaments, all based on settings you'd like to have. All statistics of minigames, deathmatches and tournaments will be visible online on a new website for Las Venturas Playground, per-player stats, gang stats and offcourse global stats. Each player will also be rewarded with a profile;
IRC stats will be taken into account, and donation packages will be added. You can get your own vehicles, skins, houses and even statues if you really want them. In order to access trains, fast race vehicles, boats etc. You'll need a license for that (Yeah, you will have to follow driving lessons!), same with races, there will be 50-60 custom races available, some with normal vehicles, some with motors, others with boats and/or planes, the possibilities will be endless
The jailing system will be replaces by an island, where you will be alone and some sharks that will eat your legs of if you'll try to swim away (you can't even swim away, because the island is about 30 minutes of swimming away from the main land). Request special vehicles when you're organizing a cruise, or claim your own version of Las Venturas without anyone being with it. LVP 3.0 will also have subgamemodes, meaning you'll be able Sniper Madness, Minigun Madness, normal LVDM, SFTDM, CrazyBob's and a whole lot of other gamemodes without switching servers. This will be combined with a huge promotional event to get even more players to our server.
As you can see, we're not idling along, even though it might appear that way. It'll take some more time to finish all this stuff, but when it will be finished, it will be huge and something to be proud of.

Point 1: This most probably will not be the case. MTA has indeed implented a GUI into their system, which allows a mouse for example, but this slows down the game alot. There currently are no plans to intergrate this into SA-MP, and therefore LVP won't have it either.
Point 2: The chatbox will have a whole lot of extra features, don't bother about this too much
Point 3: Different from what tomozj says, there's a really large chance SA-MP will be opensourced later on this year, or in 2008. Just like the team did with VC-MP, one of the goals is to help other people make great stuff, and this is a way to do so.

Mods are not allowed in SA-MP, as you know. In 0.2 you won't even be able to start the game if you have a modded version.

We can indeed control most of the features on a per-player basis, and trust me, we'll be totally using this

Area's of the map where it'll start to be foggy, and pretty dark (think of Ghost Towns), player one being in a sunny area, player 2 in an area full of rain, awesome for minigames and such

About the weapons, except for maby 2-3 weapons every weapon will be available. Don't expect grenades and bazooka's to be generally available, those will mostly be used for minigames.
