The server is just too difficult for new players, there are only some oldfags left.

f.e.:
- some rules are weird or not understandable, like shiplaming
- they get killed every 10 seconds, because everybody chases them
- you need a permit to gamble (easy moneymaking for beginners)
- db'ing and carparking are still allowed
- and the worst thing: you can't even register ingame! :?

Just a few things that popped into my mind.

Easy, many gangs would play here (uL being an example)

Capturing turfs and being the best meant something
Couldn't damage your team
Removal of grenades
Complete removal of DB

Friendly fire would be too unfair and honestly I don't think that it is for having grenades or being able to drive by or not that LVP doesn't have a higher player count, but yeah it's your opinion.
