In graphics IV does, but in game content i don´t think so. And don´t forget, SA it´s more funny than IV, IV as i said, just have great graphics and realism, the real fun is in SA.
I have IV for Xbox 360, i like it, but it doesn´t make me play as SA makes me  ;)
