You can say that Windows XP is perfect, I'm having many problems with Windows7 as well.

My ping and fps ingame keep jumping on Windows 7, when I was on XP I had 90-120 MAXIMUM Ping but when I went to windows 7 I'm having 170-230 ping!!! The same network speed and everything.
