Short Introduction
Hey there. Me and Joe have been thinking and discussing regarding an old idea I had. We've improved and gone closer into details with it, and now we would like to present the idea to you.

Description
The idea is basically to have a volunteer police force. While all admins would be some kind of chiefs, only a few of them would be head-chiefs and responsible for the recruiting of new officers. The recruited officers would be trustworthy players interested in being part of the police force.

The police officers would have the right to jail someone for a short time (perhaps 30 seconds?) for killing another player. They would have to be within a certain (close) distance to the player they are jailing. The officers would have to be on duty to arrest someone - driving a police car and wearing a police uniform.

The ship, FC, gangbase, outside of LV and perhaps a few other locations would be lawless - officers would not be able to jail people there. You could kill someone on the strip, and run onto the ship to escape from the police if they were after you.

Here it is also possible to add battles and statistics, for example LVP's Most Wanted - whoever has the most kills in a row without getting busted.

If possible, speed limits would be added in certain parts of LV. While freeways would have none (or very high limits), smaller streets would have lower ones. When someone breaks a limit for x seconds, a larm/notice would go out to all officers on duty with information about the suspect, including their current position.

Some Thoughts
For people like me and Joe who like to RP, this feature would be a great addition. DMing is generally prioritized when it comes to features and the editing of them - we feel it is our turn to be given something!

Bear in mind also that this idea could always be adjusted - the number of lawless zones could be increased, the punishment could always be changed, etc. Tell us what you think :)

Keep in mind that this is not a gamemode - simply a feature that might have to make you run from the police every once in a while for killing someone. Seems realistic to me, players are kind of spoiled with no consequenses for their acts today.

LVP is a terrible place to live in :+

And my question is the same as Erin. How to prevent possible abuse; because it will happen.

As stated by Felle, this isn't made to be a major change to the gamemode, but just a little feature for those who like this type of entertainment. To dmers/everyone else, this shouldn't affect them at all, and it will actually help new players out. They could ask a cop to escort them to the bank, etc. Also, only selected trusted people would be recruited, therefore there may not be an officer even online half of the time. Therefore, even though you are biased toward RP, LVP dmers just should consider this.

This cannot be abused for three reasons:
  1. Only trustworthy people will have the ability to use the commands
  2. The commands can only be used when within range and the crime has been comitted
  3. Just like VipMod, crew will be overseeing the operation of this feature

The conditions seem fair, Joe. I would really like to see this implemented then. Would be an awesome addition.

Read what Joe said - there are many things that makes it unlikely to be abused. There is always a possiblity to change the punishment to, for instance, a fine - but the jail idea is in my opinion better simply because it has more effect.

An additional idea - if a player has x units of alcohol in their blood and get in a vehicle, a notice similar to the speeding one would go out to all online officers informing them of the drunk driver.

If this were to happen i'd change the jail area to the actual jail instead of that island, since it'd be stupid if you'd be taken to that island and cells are more colorful.

Speeding thing will suck, it probably will mess up cruises.

To make it more fair to the DMers, there should be a time limit like so: Cop tries to arrest player A, the cop types a command such as /arrest id, the cop would have to stay in player A's area for at least 5 seconds. This time limit would give player A time to kill the cop before being arrested.
