It will anoy a few people yes,
So that is why I suggest this:

Make it so that the feature lasts for only a certain time period,
Like the feature where an admin can set a 'Potential terrorist' whats it called again?

Its way too much of an RPG idea. Its already got too much RPG in 2.9

People would get pissed off if they're fighting someone, either trying to get a bounty on someones head, or just general fighting.

Its only a game, and to try and make it more realistic is wrong.

People come on to do their own thing. Provided its within the rules there should be no interruptions. So if im fighting and someone comes along and arrests me, that would annoy me and ruin the fun of it.

It would destroy the uniqueness of LVP.

I think its a geat idea. It adds something new an fun into the game. I also love it because cops is one of my favorite show.
