steady aim is useless, sleight of hand pro (with faster aim) & aiming all the way through

This.

I've seen multiple players who don't ever seem to use their sights, even though they're using an assault rifle without steady aim.
I only hip-fire when I run straight into an enemy but too far away to knife, and when using an smg.

Even if I used Steady Aim (Pro) I ADS all the time, I very rarely use hipfire. So having a quick reload (and quick ADS) is way better in my opinion. I used Steady Aim Pro on my close-combat sniping class to increase my aim and chance of getting a hipfire kill, but that's about it.

Steady aim is underrated. I prefer it over any other second perk.

It's just scrolling, what I do. Happens all the time, seems to keep me busy as sometimes, I don't even know I do it.
