Its asking people if they would like to join your clan, it's actually in the wrong section to be honest but I don't care about that, its not my job to tell you that.  The fact is if this "unknown" person wants to do what your post say's he should go about it himself.

To be honest if I was a new player to this community and had seen that post, the spelling and grammar alone would have turned me away from thinking about joining it, my opinion.

Maybe English is not his native language. Grammar doesn't affect ingame skill, and it doesn't make you lame. Plenty here who write English just fine suck in game and lame. I've fought against some that were awesome, but their English sucked.
