I think people who are saying "People with bad PC's have an advantage" are pretty fucking dumb. Put yourself in this persons position, and see how hard it is to fight .. I mean me, I have an average PC, it's not really a gaming PC so at times I will lag and it's not easy to fight and kill someone with shitty lag fucking believe me. So at the end of the day if a person with no lag was fighting a person with lag (fps) either the person with no lag has a real advantage or the fight is even. Simple as that really. I understand sometimes there are the people who just have some serious issues with their PC and lag when jumping etc. and takes half an hour to drive down the strip, they are a problem, but sometimes they lag so much they desync themselves so they just can't shoot you 
What I really hate about SA:MP is the assholes who fight you and you beat them and they cry about lag (ping) .. or the assholes who you fight and they win, and they still cry about lag .. ping or FPS ... like who fucking gives a fuck? You won ... stfu and get on with it.
A ping kicker would fail at life, I think LVP has enough numbers in their crew to do the work a ping kicker would far easier. In my experience ping kickers are just another way of making a good server shitty. My ping is normally in the region of 120/180 but that's just normal, and normal day's are getting rarer on LVP. Now I find myself with 300 ping frequently after having 120 a second ago.
So let's say the ping kicker was 300, I get a spike in my net and I'm kicked, I'm 100% sure I'm not alone here, I see many many people with the same problem.
afaik people with really really bad lag (fps) are normally kicked within minutes of discovery. That's all that needs to be done, like TEF said just report them.
People with enough sense will do it themselves, when I am lagging I just /q because it's just fucking shit, I can't hit anything and there is no advantage to me, it's not enjoyable.
