Actually, word is they are in fact returning fire as of now. It has turned into a civil war.

Militia - an armed body of executive power, and the law allows the use of force, special means and weapons. And not a single democratic country where police agency would show such restraint and tolerance.
But the task of Ministry of Internal Affairs of Ukraine - to maintain law and the police is able to restore order and peace in the country.
