Nah, it's not in Rockstar's style to make natural world barriers. Especially with the ability to fly planes... it'll probably just be the sea again.

I'm sure they wont, that would kill the whole GTA SA atmosphere. Also that announcement from R* means nothing, there could still be more than 1 city they just don't want to reveal everything on the first trailer. They want to build up the hype.

Anyway, I guess we will know in the next trailer.

I didn't notice that GTA SA have any atmosphere at all. GTA VC is the one who got some awesome atmosphere.
