Infernus is the fastest ride. Even faster then Hotring racer. It's been tested.

EDIT: Found this on Grand Theft Wiki: "The Infernus is extremely fast, but is susceptible to damage from high-speed impacts. Its handling remained similar between GTA III and Vice City, but in San Andreas, although it is the fastest car of the game,(proven by game's data files, top speed 240 km/h)"

Probably elegy. I like cheetah's though, there fast, good drifters, and they can be nicely tuned.
