I think that if people want to join, they want to wear the tag as well. It works pretty damn well for loyalty though.

If they get on trial, they remain tagless for that month

Loyalty will be shown because they will most likely have people from other clans asking them, if they join them - their loss, were not bothered
If they say no and remain faithful, they deserved the tag after that month(if they passed everything else too)
