Yea and gave it funding and stuff, that would make it illegal to hack which would cut the amount of script kiddies doing Ddoss attacks and stuff.

It's a fact that GTA 4 will have multiplayer mode in it, no discussion possible, they said it themselves.

With "not an MMO" they mean games with a max of around 16 players, not that u will be with 400 others in one city. To be honest, there wouldn't be one server that could uphold all those players with the Graphics of GTA 4.
