[Edit] that card should fit with your specs, you'll be able to play BO med/high, but GTAIV you pretty much MUST have a quad core.

200 dollars is really not enough to get something capable of running IV :+

I have a 4850, dual core AMD II and 2GB of ram, I run GTA IV at my maximum resolution with everything except draw distance up fully.

I don't think you need a quad core.

I have a dual core 2,2 ghz and a 9800gt 512mb and IV runs like shit on mine

i has AMD Athlon II X4 635 n GTX460 and i get 40fps on daytime and 28-35at night
i need more ram tho

I was purely stating that you don't need a quad core processor to run GTA IV with good fps. What you do need is RAM. I noticed a huge amount of difference in frames when 2GB of ram was taken out of a computer with 4GB originally. Especially on Windows 7.

For your $200 budget I'd personally recommend buying the following hardware:
ATI Radeon 5670 1GB
AMD Athlon II X2 3.2GHz
G.SKILL 4GB DDR3

Total: $190

With shipping, should come up to around your maximum.

This should Run GTA4 around the same as (probably better than) this guy's computer: (bear in mind he's recording with fraps, which drops the FPS by about 15-25)

I might not be right here, but i think you need a new motherboard if you wanted to go with a AMD CPU..which would add likely another 100 dollars
