Actually, anyone Jay/Peter who have done it under 1.5 seconds actually did it legit, but the script tells them the answer 5 seconds before, thus giving them a 5 second relief to type out the answer. So what ever time they got on the reaction test, add 5 seconds and you got the time it took them to react to the problem.

So if the reaction test states 0.93 seconds, add 5 seconds and you got 5.93, that is their speed it took to react, thus not holding the record. So yeah, it's a handy-cap more than an advantage.
