Actually, there would have to be an apostrophe prefixing the cl0wns in order to make it cl0wns', which then would mean the rules of the cl0wns, (cl0wn as plural).

Or, it could be cl0wn's, which would mean one clown's rules.

Or, yet again, you could just see what he was trying to say and leave it at that. :+
