Pedro is right.
1. Players join for the event.
2. Player rate goes up.
3. Other players see's this high player rate, they join too.
Not even I feel like joining the server when it has a low player rate, I usually play something else or script something in that case.
IMO these events should be scripted to force players to follow the rules.
What about a "clanwar" engine gang vs gang and then we use that for the event?
