EDIT: Hmmm... I can't find old drivers for Windows 7 32bit... :S

afaik v1.0 of SA doesn't support all 16:9 resolutions, suck as 1920x1080

As for going back to Vista: Don't.

Do someone know which version of ATI Catalyst isn't bugged?

Just disable widescreen.
it worked for my brother, he has ATi His videocard,
and he also got windows 7.

Try what works and doesn't.
try out the different resolutions, if the game crashes and gets unstartable,
just delete the gta_sa.set and try another res.

It was already disabled, and i tried to change it to every resolution.

have you tried to delete gta_sa.set, then keep the resolution you have 800x600 ?
crappy quality, but it may work?

Actually just tested that last night, the ping was jumpier on windows xp, but the FPS was @ 60, As for windows 7 you get a much more stable ping, but the fps sucks around 18-32 for me, it's pretty interesting to me.
