Almost everyone in Israel was in the army once, it's training every civilian after they graduate? They used to have this in Belgium too but we got rid of it since our army is shit and has crappy guns (allthough a huge arms factory 'FN' is belgian  ).

It's only training, unless they get attacked they won't be harmed by the enemy. Once they've passed the training they can go out, or if other situations cause the Israelie government to send the graduates out (like in the World War).
