How about you try randomizing the tournament a bit, don't allow people to pick their teams, and change the conditions (like Ryder does with the World Tournament). When people keep repeating the same things over and over again, they're just...playing SA-MP again.

I guess that's what DaNi3L has tried to do this time... Previous gang war events involved two teams of ten, blue versus red. This time there was supposed to be five teams of five, and it failed epically. Let's hope that the next event is a little more exciting, different, and that the signed up players actually show up!
