in IV you can simply get out of the police's radar, which is pretty hard and fun when you have 4+ stars.
My original point wasn't that, lemme try to make it clear:
1. What I meant was not if it was easier or harder, it's just way too different in IV; besides, in San Andreas you didn't even need to get rid of the wanted level, you just got a fast car and made them chase you for a long time (or just ran in zig-zags), shot them, etc: In IV you can't do so, starting from the fact that the character is kinda harder to handle (compared to CJ it sure is), and if you don't get a good car, it'll be pretty hard to get out of their area. (Note this doesn't mean that I'd consider the game funnier if it was easier to escape, the more challenging, the better, well, kind of).
2. If you know the map well (where the Pay'N'Sprays are) and have driving "skills" it's pretty easy

Also, imo it's a bit harder because Liberty City (like NYC) is only buildings and square streets, when in San Andreas you had open country and large freeways all over.
Anyway my intention is not to create a non-ending discussion, just trying to make things clear (hope I did), and I return to the origin: just excesively realistic for being a GTA game.
