I have to disagree here. Sure, deciding to kill someone or not could mean you meet said person later on in the game or not, but it doesn't dramatically change the story.
It would've been way better if the decissions actually had impact on the story somehow.

this image kinda explains what I mean:
the left part is what IV's story is like; you get to make some decissions, but in the end only the last decission you make truly changes the end of the game. The left part is how I'd want it to be; the decissions you make actually change the story, and the end is actually decided by the decissions you made throughout the story
Despite this however, I really enjoyed playing through IV with a steady 15fps
and if this all doesn't sound clear, just look at when I posted this

i agree, there is like a mission where you can decide that do you kill that guy or not. But Nico calls to the man who wanted to get rid of the guy no matter you kill him or not, he talks the same thing"you are not going to see him again, i got rid of that guy" thats boring!

dont like the fact on the pc you got more clothing options when you play online than the 360

Just started playing it today (was too lazy to get it before). I don't have much experience, but from what I've seen:
I Like: its graphics: pretty awesome imo, I love the details (for example when you're driving and pass over a sidewalk etc, everything is too damn realistic), especially the light effects; runs pretty good in my PC (med settings I think), no lag at all; the vehicles look fantastic too.
I dislike: as Jordi said, excessive realism. It's not like the rest of the GTA series (or at least San Andreas), where you can just go anywhere and have fun doing whatever the fuck you want, like shooting people, running from cops, stunting, etc... There was a drastical change in that aspect with IV. Also, compared to San Andreas, which is what I'm used to the most, the vehicles handling just sucks.
I'll post later when I progress a bit more (or finish the game)

actually the "shooting people" part and "running away from police" is a lot easier in GTA IV, in SA your wanted level never disappeared unless it was only 1, and you couldnt escape from it without entering your house.
in IV you can simply get out of the police's radar, which is pretty hard and fun when you have 4+ stars.

its awesome though, finally killign people to get wanted stars is fun - i mean, in GTA SA there was no way to survive if you werent hiding in a house.. now you can atleast escape  ) although i agree that its almost impossible at 6 stars. i once made it with 5 stars, a few times with 4*.. escaping at 3 or lower stars is pretty easy tho, unless you dont have a shitty car

I managed to have 6 stars for 5 minutes, and then evade
2 achievements o/

well, never managed to get 6 stars - not even with blowing up police helicopters and FBI trucks with my rocketlauncher lol... i got 6 stars by using a cheat on my old GFWL acc, and i didnt last long

Rofl, I did it by blowing up all except for one heli on that helitour pad thing, then kill enough cops to get to 6 stars, then fly around for 5 minutes, land again (can't lose the cops in the air) and then lose the cops
