2 shoot is actually FAST RELOAD and you fast reload your sawnoffs like every other weapon out there but people tend to say 2 shoot here and there and regarding fast reload heres an email from Take2 but if you doubt their response your welcome to email them yourself and ask about fast reload or maybe even crouch shooting. Look in your \GTA San Andreas\ReadMe\Readme.txt for email adress to their technical support. Somebody will probably say well they didnt think about this fast reload thing when they made GTASA and never imagined there would be a MP for it but guess what? You can fast reload in GTA IV aswell and they made MP for it.
