Toni Cipriani worked for Salvatore Leone and Joey Leone is Salvatores boy. Salvatore also has a contact called Mikey.

Salvatore has been in gta3 gta sa and gta lcs

Because he is the ultimate badass. And I guess the fact that his cousin/brother is one of the Forelli brothers, Tommy is still close related with the mafia, but not in the same way as Salvatore is related to the Mafia.

So Tommy has a bit of the mafia "style" but is still badass,  unstopable, and the "new" guy in Vice City.

And, or at least I feel that way, that the future you come in the vc story mode, the more you start to like Tommy.

Also, the story is awesome, after 15 years of living in jail he wants to start an imperium in Vice City.

He's the best because: CJ moans too much, Claude never speaks, the guys before him were all 2d and never spoke. I've never played the two Stories, I don't have any consoles or hand-held, which also means I've never played GTA:IV to find out what Niko's like.

Vercetti is just the best. Also blahc pretty much says why Vercetti is picked best also.

Tommy Vercetti is the best because he started in VC with only 1 connection. Some panzy Lawyer.
He had nothing, defeated countless gangs. Made the war of Cubans vs. Haitians work for his benefit, rob a bank, defeated Ricardo Diaz's gang and took over his mansion. Then defeated Sonny Forelli's invading Mafia.
CJ had a gang + connections.
Claude - Started with nothing but didn't get his own gang etc.
