Like the rest of you I also had to struggle with the extreme low fps rate. So I looked through the config and I saw two things that were really wrong. The first thing was my Sys-Ram-Usage. It said 1024 mb although I got 3072 mb and so I changed it. The second one was the GHZ of my processor. It said 0.0021 GHZ although I got a 2.1 GHZ Dualcore (dont laugh at me please). After changing this my frames went up to 30 fps.I seached the forum but I did not find this solution attempt. I hope this is helpful.

seta sys_sysMB and seta sys_configureGHz are the commands
if it changes the values back you can set the configmp.cfg to read-only in windows.

Worked fine for me, tried playing one round after changing it had a stable fps of 60, dropped down to 48 once in a while but wasn't that bad either.

My rig:
E8600 @ 3,3ghz
4gb RAM DDR2 800 mhz
ATi Radeon HD4870 X2 @ 2GB
Windows 7 64bit
