Drive-bying isn't laming, it's a fighting style. It's not much different to fighting with sawn-offs, tecs, or walking weapons. You could say it protects the driver, but they only have a limited shooting space (the side of the car, or in front of a bike) and you can just run around the car blasting it. When the car is about to explode, they either die or lose a lot of energy (if they get out in time).

People who drive-by could say sawn-off fighters are lamers because they can shoot in all directions while the driver can't. They should get a car to make it even, but choose not to. And they can jump on higher grounds while the cars usually stay on ground level.
