Rofl that statement is as funny as it is true. Every year the authorities say we're prepared and equipped to deal with the meagre snow we get, and every year they get caught with their pants around their ankles when a whole 1 inch of snow falls and the country literally grinds to a halt.

We complain when we have 6 inches of snow, the trains ain't working and the national guard is called in to remove snow from the tracks.
