There's generally nothing wrong with vehicle models, as long as you don't go replacing the .dff file of a Dumper with that of say, a turismo.
It's hard to enforce modding of stuff like this though. It's usually impossible for someone else to see if someone's using mods or not, and sa-mp's poor sync doesn't really help with that.
