Yes, the STEAM User Agreement/License Agreement forbids selling an STEAM Account, but there was once a discussion in Germany about selling online game accounts to other persons, and its 100% legal.

You'r countries law > Steam agreement

Atleast in Germany the german law (which allows selling stuff without sending physical material) counts more then a user agreement

And i bet its the same in every european/american country
