Outlawz were first officially the alliance between W, UvH and SiN, after the NWO alliance with W UvH P and SiN over a year ago.
SiN left the Outlawz alliance months ago (around 10-11) and W and UvH have been Outlawz since.
In the last few months the eVo have been using that name on LWs when allying with whoever, and its a relatively common term, so I wouldn't say that the Outlawz are "usually" W and UvH, but "officially" W and UvH.
