GTA isn't a fantasy game, and it would suck if Rockstar made it into one.
It just wouldn't work, and they'd loose a hell load of fans.

They could still have it over there, just have people driving on the side of the road you people are used to. Although then that'd give people like Jack Thompson a reason to blame Australian car crashes on GTA.
