Why not add some commands like say, /set 1 /set 2.
Small commands that take less time to type than reading a menu.
So like, you start the minigame by doing /sawnoff as usual, then you're teleported to the field and given a message "Please select a weapon set. /set 1 (uzi/sawnoff) /set 2 (tec/sawnoff)" or w/e. Maybe you could freeze them until they have selected, and put a timer on the freeze .. so say you put a 15 second timer to select a set of weapons, if they didn't select a set in that time they would be unfrozen and given the default set (tec/sawns) and the game would start, maybe with a show type message "Go!". Just a suggestion, I think a menu would be a bit annoying.
EDIT: Also maybe if you had the 15 second timer, you could have a 15 second countdown so players know how long they have.

It's far easier and much quicker to select "Micro Uzi" or "Tech 9" from a menu.

Well when you're in a menu aren't you invincible then? So if it is to be so that you choose from a menu, then might that get abused, so you don't choose, and you stand there and wait for the last guy, then you choose, have full health and just ez kill them?

Then make the menu spawn before the minigame begins (during the time you must /join).

And, yes, it is faster to choose your weapon choice in menu form, but I come with a better idea:
To save everyone having to use a weapon they don't normally use, they should be able to choose there weapon, right? We've already discussed some available options, but weren't totally flawless and we all disagreed. I believe the best option is the use of a one off command. A command you only have to perform once to effectively save your weapon set. It could be added as a perimeter in /settings, /my or simply /uzi, /tec9. Although the /my command may interfere with an admin command.

-/my weapon/gun [uzi / tec9]

I think it's best as XiZ said. Using a simple menu in which you select tec or uzi. Say you get 5 or 10 seconds to select and before it starts.

You just get a menu when you start, 10 seconds to choose either tec9 or uzi, and after those 10 seconds, menu goes off and the minigame starts.

I read it, then I gave my suggestion. WHich was totally different to the menu idea. :<
