GTA: III
I think it has better music then IV. But SA and GTA:III are the same, IMO.

To be honest I didn't even know _any_ of the songs in GTA III, same goes for Liberty City Stories, seems like Liberty City's always had crappy radio until GTA IV

Only GTA games with radio stations I played are III, Vice City, San Andreas and IV. To be honest I can't remember III's tracklist at all, Vice City's one had several songs I really liked, and to be honest I could barely find any song that I could say "oh it's awesome" in GTA IV's tracklist. But, since I'm more familiarized with San Andreas' one, I'll pick it, even though I got bored of it and use User Tracks now.
