Very, very wrong. You've been misinformed i think. Someone with high ping cannot in any way whatsoever, affect the servers stability.

Warp, is not caused by ping, generally. If a person has a shit PC, but really good ping, generally, they might warp. But, you will rarely find a player having a good PC and shitty ping warping all over.
I'm not telling you how to aim lol, all i'm saying is, if you can't hit someone with ping like that, you should probably work on your lead aim a bit. Aim further forward, or backwards even, sometimes i find people having hitboxes that are behind them o.O.

Next time when you are downloading, etc that makes you have high ping, you'll see that players will lagg and that car's will jump to please to please while they are driving. And also, i know that when someone has high ping it makes their shots lag, so like, if they shoot you, they will miss most times if you move quick. If you've ever played Call of Duty or some FPS shooter, if you have high ping and shoot a wall close, you'll see that it takes some time to hit the wall. THAT is the lag. But FPS lag is a completely different thing, ask TEF.

I've found that sometimes I've put on some downloads and gone to SA-MP (Not LVP) and my ping, for some reason, was still low. Yet I lagged badly. So anyone who thinks high ping (to some extent) is lag, then you're being mislead.
