Yes. Depends on the kind of injury / defect if they can feel it or not, if its spinal cord related any nerves under the sever won't send the signal all the way up to there brain, so no. If its just an issue with there legs/arms/etc then they should be able to feel sex. If its the first one, and you were dating her for a while, she would probably let you do it anyways. Don't go into that relationship expecting anything physical, though. People like that tend to be... sheltered there whole life. Mostly because most / all of it has been spent with there parents / care takers, and they can't really go out and meet people.
