There are also many freeware programs. GIMP and Paint.NET are the most popular I believe. They can get the job done. If not, you can ask someone to do it.

Help topic:

Photoshop CS3 / CS2 and ImageReady (for making GIF's, IR is included to every Photoshop version!).
If you think Photoshop is very hard to get used too, it isn't. Just follow a lot of tutorials and have some free time to do so!

If you want to make sigs, you definitely need some brushes!
How to use brushes and so go to good-tutorials.com and go to "Basics".

Most used brushes for sig's are Soft Grunge or Grunge brushes, try searching for them on GT.

Ofcourse, you'll need a good font for your sig. Below you can see some popular font sites!

Photoshop is the ONLY good programme for signatures. If you want to make a signature by a tutorial, you barely find tuts for Corel or Paintshop Pro.
