Well to make a decent signature, I can recommend Photoshop 2 or 3  ;)

I have Photoshop elements 2.0 and i can make rockin' signatures with it!
Super complete and easy program!

You can also try The Gimp for Windows free and not so ba either! :)

I'd go for Adobe Photoshop CS3 or Corel.

And i'd use google to search for tutorials =)
