Well to make a decent signature, I can recommend Photoshop 2 or 3

I have Photoshop elements 2.0 and i can make rockin' signatures with it!
Super complete and easy program!
You can also try The Gimp for Windows free and not so ba either!

I'd go for Adobe Photoshop CS3 or Corel.
And i'd use google to search for tutorials =)
