You can make banners with Photoshop like, Chillosopshy said, and search for some tutorials. You could also visit this http://forum.sa-mp.nl/index.php?topic=318.0 tread. There are willing people to make you banners/signatures.

There is also a program called GIMP. It's a program like Photoshop but, if i'm right, free to use. Have fun with it.
