Bringing it back to the topic (aww), it's not an LVP issue.
Check if it happens on otherservers, anyway.

Try reinstalling sa-mp, or SA and sa-mp.

If none of the above work, hold your breath for 60-90 seconds, then just before you need to take a breath, flick yourself in the balls.
