Well, i voted for the second and third option because GTA 4 will be the first time ever where they are implementing a mp system (AFAIK). They are bound to get things wrong.

for people who haven't ever played sa-mp/mta before it'll probably be awesome, but I'm sure it won't have any features that mta and sa-mp have

They did LCS and VCS, which both had MP modes to local players. Really cool.
