Mt Chiliad is in Whetstone just like Ganton is in Los Santos, so yeah it can be both. 
On-topic: that use of /locate on yourself was pretty handy for car exports; it'd be nice if there was a /mycar command (or something similar) to replace it now that /locate is gone.
