No water bug

For some reason I don't see any water beside the ship and a few other places too and it acts as if it were normal ground. I asked my brother to come on SA to see how I looked in the water from his perspective and he told me that when I was running around, it looked as if I swam really fast and when I put a car there, it looked as if there was a driving car underwater.

This is not related to LVP.
Try GTA SA forums in general, or maybe the sa-mp.com forum, but I doubt that it's a SA-MP related problem.
