Standing under the ramp is not bug abuse, hell, you can go there without a problem. What's the bug here?
The ship is a peace zone, also the ramp, on top of it, or below it, it doesn't matter.

Like the rule states, no shooting on or toward the ship, so this is very clear. Everyone who kills someone under the ramp get's jailed by the auto-jail, or manual by an admin.
No bug abuse at all.
So, like it or not, snowdude is unbanned.
