I'm sure most of you long-time residents of "fabulous Las Venturas" know about the Julius Thruway. If not, fear not! I will educate and instruct you. The Julius Thruway is a highway loop that runs all the way around the outskirts of the city. It has many exit ramps that lead off into the city, and is a great way to get to where you're going. However, this concrete playground serves another purpose -- racing!
That's right. Maybe some of you remember the street race in single player, "LV Ringroad". It's basically my idea, but there was annoying traffic to avoid, your car sucked, and you didn't have NOS. Also, the AI was, well, explosive. If we can re-create this in LVP, we'll have a new outlook on the Julius Circuit. No traffic to worry about besides the other racers, everyone has the same car to promote fairness, and you have NOS--for that extra speed. Also, I'd suggest the race be multiple laps around, to give the underdogs a chance to make up for lost time.

CLOCKWISE
This is the Julius Thruway, in its entirety. Note how it's composed of a single highway stretch that circles indefinitely. I can taste the burning rubber already.
Now, this does bring up a trivial point--the outside and inside lanes. Technically, the inside track is shorter than the outside track. This is an unfair advantage, and it causes people to smash up against the very, very inside of the place. So, the solution?
It's quite simple, really.
The GREEN dot marks the BACK BUMPER of the LAST CAR in the STARTING GRID.
This is at the bottom of the strip, and parallel to the start of the lane barrier.. We don't want to make it before the start of the barrier, because then people would be tempted to take the inner lane--and fail, miserably.
This is a little complicated, so I'll say another thousand words:

The RED dots are the CHECKPOINTS.
Ideally, the checkpoints would be along the road, and there would be two at each corner. They should be close enough that they're in the player's field of vision once they pass through the preceding point.
The BLUE dot is the FINISH LINE.
But the race doesn't end here--because then, it wouldn't be a circuit!
There are a set number of laps, which will be determined at a later time by the incredible, inedible development team of LVP, depending on how long it would take for a player to complete one. I was thinking three, though.
The vehicle provided? It's simple at first, just throw in another one of them fancy hyped-up stock cars.
But wait! Then we wouldn't have much of a challenge. It'd just be a drag race.
So, the solution to this new predicament? Again, quite simple.
The Super GT! It's fast, furious, and has very hard steering--this adds challenge to the basic race.

Sexiness is only a script away.
Note that the turning only becomes difficult at high speeds, so some people will just slow down to make them -- this will provide an opportunity for those with greater control to overtake them.
Also, there probably will be some contest for control of the inner side of the outer lane. It shouldn't get too rough, because most people will just concentrate on getting the checkpoints.
