I believe the ammo was done to prevent people from constantly using it as an annoying weapon. Not too sure about that though. You'll die eventually anyway, so you'll be able to get more then

You need to learn how to spray a tag. Simply approach it, arm your spray can and hold the fire key for 2 seconds then release.

The reason the ammo is capped is what Richard said above ^
