If you are lucky and the attacks come from a single IP-address you can simply track back their host/ISP/country with one of many IP tracking websites, for example this one (The best one I found). But in many cases the attacker has a bot-net, this means that there a lot of computers sending packets to the server, and every of this computers may have it's own IP-address, in that case it's very hard to find the real attacker, turning off the server for several days would help, as the attacker loses interests in that attack, if it's only aiming on your server.
Probably the best (lol) solution would be contacting the steam support, as TF2 is an Orange Box game, I'm pretty sure they already have experienced that problem and would be able to help you, or your friend.
