/bakurayou is the same thing as /music it toggles (really lame) music on and off don't know where the music was made or whatever, but it sounds like elevator music

Should add a command to play the radio while walking, if possible

Yeah, that's what I was thinking. You can play radio while walking, if you teleport out of the car using /taxi or /teleport, while the radio is playing.

Yes but it only lasts for about a minute, before sa-mp realizes you aren't in the car anymore.
I think San Andreas checks for you in the car every minute or so to keep the radio on, unless you use the key to exit the car (default F).
