How about adding some stuff to do in the other cities? I mean, LV is nice, but if you add San Fierro, with an extra (or two, one in SF and one in the city in the upper left corner of the map) peacezone (Wang cars comes to mind), by doing that, everyone is a little more spread out.

Also, SF is just a great city

I don't know whether it is possible in the current SA-MP version, but I think getting
the pool tables working would be a great minigame and a nice alternative to the current
/challenge modes

Replace lame slow cars like the moonbeam with other 4doors. One great looking (maffialike and bmwlike) is the Sentinel.
